Warren Eller, associate director of the Stephenson Disaster Management Institute at LSU, was recently quoted by the independent British newspaper Guardian Unlimited in reference to the excessive formalities hindering the Katrina recovery efforts.
“You get to the point where the red tape has so overwhelmed the process that there’s not a lot you can do to actually be effective,” he confessed.
